Default CCA 2000

Hi,
My grandfather was naturalised US citizens and legally spent basically half their lives within US territory. They then left US territory and have not returned. My father was born outside of the US and was not registered as a US citizen. My father has no intention of moving to the US, and therefore sees little reason for going through the hassle of registering himself as a US citizen since such a long time has passed.

My question is, that if my father does register himself as a US citizen, can I and my other siblings who are under 18, also become US citizens. The Child Citizenship Act of 2000 says that if you are born to one US citizen and one foreign citizen outside of the US, and the US citizen fails to meet the required time within the US for his children to gain citizenship, their grandparents may meet the required time allowance if they too are US citizens. But since I was born to someone who was not a US citizen at the time, do I qualify under the CCA of 2000?

I currently live in Australia and would be interested in studying there as my year abroad. If I would be eligible for citizenship it would save me the hassle of getting a visa. If my father did register as a citizen but I wasn't eligible for citizenship, would it be easier for me to gain a student visa?
