Angry Refinancing Laws in Texas

I was told that you can not refinance your home in the state of Texas unless you have a minimum of 20% equity in your home . I purchased a home 2 years ago and on a 80/20 interest only loan . The mortgage company told me when I purchased my home that I would be able to refinance after two years even if I made only the minimum payments , so therefore I have no equity in my home the purchase price was 130k and is appraised by the tax district at 132k , is there anything I can do ?
