EEK! Can the South Dakota mother legally sign these papers for her adult son?

An 18 year old adult from Iowa or South Dakota crosses state lines to live in Nebraska where 19 is the legal age.

He is receiving services from a place in NE that is requesting the mother in South Dakota to sign power of attorney and consent forms.

QUESTION: Is the parent(s) of an 18yo Iowa/SD adult legally responsible for him again if he chooses to live in Nebraska where 19 is legal age?

QUESTION: Can the South Dakota mother legally sign these papers for her adult son?

We DON'T want legal responsibility any more. We don't know what financial or other burden could be lurking if we sign papers saying we are responsible again even for a time.

What are the laws? THANK YOU.

You do not need to sign and each state's rules will apply as to transactions in that state.

Some providers or landlords etc. may not deal with him but that is between him and them.
