How/by what means does an individual who has been found legally incompetent reverse that decision?

You can back into court with new evidence or to show changes in the medical or other conditions..

The problem is that the only attorney I have succeeded in obtaining was pro-bono in 1987 for District Court, and after what I had thought only a 2-day Divorce and Custody hearing, said attorney said, "Just get better". Since, attorneys refusal to represent me in same matters and others came with such comments as, "You're too late."
