Liable statements VS Expungment

Default Liable statements VS Expungment

My issue was a record that was expunged (Oregon) 13 years ago. I work for a County Agency and recently found that one of the Deputies found out about my past record and has been telling other deputies and City Police about my past record.

Is it liable for him to give this information since the arrest was expunged or is it consider truth to the matter since the event did occure.
