if someone were unsuccessful serving someone papers, then they person they were trying to serve moved to another state, can they follow that person and serve them there or do they have to open a case up in that state

You can still serve them there.
Suit can be brought where the event occurred--presumably where you first filed--or where the defendant lives. |
