Question school uniform standards

I'm taking graphic design classes at Western Career College where our department had no dress code until 2 weeks ago. They handed out a 2 page sheet titled 'Appearance and Uniform Standards - Health Care Programs.' Even though I'm not in a health care program they verbally told us the graphic design program has to follow it anyway.

Acceptable pants/skirts they have listed... scrub pants, white uniform pants, white uniform skirts. Unacceptable pants/skirts they have listed... denim jeans, leggings, sweat pants, capri pants. They told us verbally only that graphic design students can wear brown or black pants.

Acceptable shoes they have listed... white leather or leather-like with crepe or rubber soles. Unacceptable shoes they have listed... nylon, canvas or suede shores (this is their spelling mistake), sandals or any open-toed shoes, high heels or boots. They told us verbally no sneakers.

When our polo shirts arrive we have to wear them tucked in... this is one of the acceptable shirts we can wear.

Is this even lawful for them to enforce this when the top of the page says '... Standards - Health Care Programs?' And brown or black pants aren't even listed in print as an option?

What can I do to get rid of this dress (and uniform) code for the non-health care students? Thanks.

They normally cannot make those kinds of changes after you have paid or they must refund you and let you withdraw if you feel it is really a material issue for you.
