Confused Netherlands Lottery Scam?

I received the following email. I contacted them and supplied the requested information. A Dr Miller Green now wants me to pay 460 euros up front. I asked for further proof and his latest reply is below. I haven't yet responded.

BATCH NUMBER: PR/22I12/997JH

Dear Sir/Madam,
We are pleased to inform you of the result of our Nederlandse Staatsloterij Internet sweepstakes Program that was conducted on the 1st September 2007 and the result were release today the 15th day of September 2007. Your electron mail (E-mail) address attached to a Ticket numbers: 011-9085555-326 with Serial No:223155-06 has been selected among the 10 lucky recipient that emerge winner in this category. Therefore, you have been approved for a lump sum payout of EUR 754,000:00 euro (Seven Hundred And Fifty Four Thousand Euro Only) in cash credited to file Ref Number: STLI/88-5/0007. This is from a total cash prize of 7,540,000.00 euro sheared amongst 10 winners in this category. You are hereby advice to contact Claims/Funds Release Department on the information below for the release of your winning entitlement.

His latest email reads:-

We are receipt of your email and several attempt to reach you on the telephone has been unsuccessful as your telephone number is presently on voice mail To prove the reputation of this sweepstakes program, the company can give you a letter of guarantee to assure you of the authenticity of this program and if I have the permission from the management, I can send you a copy of my company ID card as well. That is the much assistance I can render you for now. Be informed that this sweepstakes is a promotional program, so you do not need to buy a ticket to be a part of the lottery. Kindly get back to us as soon as you receive this email.

Is this a scam or could it possibly be genuine?

It is a common scam. To get you to pay fees.
