harassment

sometimes ago a neighbor who lives in an apatment next to mine came
banging
at my door while i was away to work yelling at my wife stating:\"You
guys
need to go back to your country, america does not want you here\".as i
was
coming back from the office i saw him infront of my door still yelling
and
saying the same thing. iwent to the police to report, the police
officer ask
me if the guy is a white guy i said yes then he said :\"harrasment is
not an
offence,we cant do anything about it but advise you to stay away from
him\".i insisted i need a report iwas told to come back for it.when i
went
the next day to pick my report ,the content of the report was not
exactly
what i reported to the police but slightly adjusted to look simple.
then i decided to leave everything to God.
Is harrasment not an Offence?Was i treated badly?

Any kind of seriously threatening talk is harassment among other things, and is illegal. You may want to take it to a higher level with the police dept--or even seek a restraining order from a judge if need be.
