If you use a fake ID and it is confiscated, but the police are not called on the spot, is it possible for the owner of the store to turn in the ID resulting in later charges? If so, how likely do you think it is that this would happen?

It is possible yes. But normally they would do it there or it does not happen.

It depends entirely on the person. I presume that if the police are not called, they would be held in the store so that people carrying similar ID's (if someone in the area is selling them, then they'll know what to look out for) will be identified more easily, as the bouncers, whoever, will be used to looking at it.
