First thing u will not get cast certificate as ur cast s not included n Marashtra stste OBC list. so question of geting validity certificate doesn't arise. Cast s social status of ur own state, hence u r eligible 4 concessions only in ur own state. In Maharashtra, compitent authority issues 2 types of cast certificate. One is in State format n other is in migrant format. ur cast is not mentioned in state cast list n if u r living n Maharashtra so u may get cast certificate in migrant format subject to verifing documents. Cast scrutiny commitee do not have juridiction to verify certificate which is in migrant format. so u will not get validity certificate.

Non creamy layer certificate s valid for that fincial financial year only, so while aplying any compitative exam u have to submit Non creamy layer cert.for preceding financial year. U r married n if ur wife s earning member, her income will be considered for creamy layer alongwith ur income, provided u r living saperately from ur parents.
