Weird question about state agencies
Ok, this is a really weird question, so let me lay this out, please bear with me.
I own a boat and charter business in a harbor in Hawaii. That harbor is currently run by the DOT (Dept. of Transportation). They don't want control of it anymore. Every other harbor on this island is run by the DLNR (Dept. of Land and Natural Resources), the don't want to run our harbor either. The state has opted to give us to a private company to run our harbor.
They are slated to take control in July, and their new rules and regulations are absurd, and the sound unlawful to me and the other business owners. Here are a couple I'm outraged by:
Slip fee will double AND a maintenance fee will be added
We must earn a certain amount yearly to keep our slip (their given amount wal $2 mil). If we do not bring in the required amount they can terminate our lease and we must vacate our slip (including a ticket booth with signage) within 72 hours or the will TAKE MY BOAT.
If we are late with ANY fee they can terminate our lease and we must vacate our slip (including a ticket booth with signage) within 72 hours or the will TAKE MY BOAT.
How is this legal? How is this ethical? If a building owner leases a shop to a businessman and tells him the lease is $500 a month, how does the building owner then have the nerve to change the rules and tell the business owner that he must now pay $1000, plus $250 for maintenance for the building, AND must show earnings of $2 mil on their taxes or the building owner can cancel the lease and confiscate all goods in the shop within 72 hours and the businessman will lose all signage, advertising, merchandise, etc.
This doesn't sound legal to me!!! This doesn't sound ethical!!! Please, someone tell me there is a way to keep the state from doing this!
