What is the law pertaining to someone taking pictures of people (without permission) inside their own homes from outside the home or from a public street.

I wish to inform you that taking pictures of someone within their home is not legal. It violates the privacy norms of a person. Further, taking of picture inside effects person's personal life inside his or her home and hence is illegal. You can take such pictures only with permission.

You can file a police report if somebody is consistently trying to do that.

There is a discussion about that issue somewhere on this forum. Some police departments
will act to stop it more than others.
