Question Child education law

New York
In order for a child to be home-schooled in the state of New York, is it required that the parent or guardian responsible for that child's safety and education be registered or obtain materials from a registered source while providing proof of education to the sate or source?
For instance, if a mother of four decides to home school one of her kids, is she required by law to comply with educational standards in that they meet minimum state test requirements in order to continue home-schooling?
And if the child was not being educated up to state and federal mandates, is it possible to press charges if the parent does not have the child attend educational services while claiming to educate the kid themselves when it is not happening?
