Default opening other persons mail

I received a call from Fedex requesting the current address of my son, I told them he was living at the Star Motel in Pulaski, TN and they could deliver the package there. I know the manager and she has been watching for the package. I have learned from a friend that the package was delivered to an address in Minor Hill, TN. This person signed for the package and then opened it, she was well aware of the fact that my son did not live there, has never lived there and has a court order to stay away from her, her family and her residence. I have no idea how the driver managed to deliver a package 20 miles from his residence when they were given the proper address. Can she legally take possession of the package and then open it. My son when to the sheriff's department and was told that there was nothing they could do. He called fedex and was told there was nothing they could do unless he had the tracking number, he doesn't have the package, how can he have the tracking number. Is there any legal action that can be taken against the person who knowingly accepted the package and opened it and fedex for delivering it to the wrong address?

I don't believe mail opening rules apply to Fed-Ex and UPS and other package carriers like they do with the United States Postal Service.

If he knows what the package contained and who sent it to him, he can call them and advise he didn't receive it.

If the package was addressed to him, she should not have opened it. Why not go to her house and retrieve it? You don't have a court order to stay away from her do you?
