Can the city tow off your vehicle if it runs and has insurance, because your neighbor doesnt like it

The can. If it's parked where it's not supposed to be parked. What's the real story?

Cars that run and have insurance get towed by city officials all the time for being parked where they are not supposed to be parked or for unpaid parking tickets. It does not matter one bit whether a car has insurance or whether it runs.
