Question children and law

After a dispute in class between students My 14 year old gave the finger > and mouthed F-ck you to a girl in his grade. The assistant principal > issued a warning and told him it was harrassment. what is the law > regarding that charge to a teenager? Should it be considered bad behavior > on my sons part or is it illegal?

It is not illegal criminally--and no prosecutor would take that.

While it is bad behavior, it's not illegal. If every teen were charged with such an act, the courts would be so clogged there would be 10 year waiting times for cases to be heard.
