Repossessed Vehicle - CA

We live in California. My daughter purchased a car from a local used car dealer. The car was selling for $5,100. She made a down payment of $3,200, so she still owed $1,900. She only made two complete payments, so the car was rightfully repossessed. The car dealer now says he's going to sell the car for full price again, and my daughter is out of luck. My question is this: Is she entitled to any refund, or IS she out of luck, and will she be liable for paying what she still owes plus any repo costs, late fees, etc?

He is supposed to sell it and pay off the loan and all his expenses and any extra she can claim. he has to inform her of the sale price. At least that's how it works at our bank.
