Confused Above ground pools follow the Pool & Spa Safety Act?

I live in Florida.

I just purchased a 12'x36" above ground pool from Walmart and was wondering what I need to do to comply with the laws?

I was reading the law, and believe that if you have an above ground pool...it being above ground makes it a "barrier" of sorts, and just needs to have the ladder taken out when not in use.

Any help will be great, thanks!

Additional Details
The pool is 3ft, 3inch high.

I just got a certified letter saying my above ground pool from walmart was a violation. I did alot of research before hand and Flordia consideres the sides of the pool the safety barrier as long as the ladder is out of the pool. I called the city and they researched it and called back and stated that I was correct that the sides are considered the barrier. I was told to throw away the code enforcement violation. Hope that halps
