General POA given to a minor, needing to get utilites turned on!?

i am 17 and my fiance is deployed in Afghanistan, he left me with a general POA to get a house. the rental companies will accept it, they don't care about my age. but i am needing to get utilites turned on, but they won't accept the POA without a photo id of his. the only photo id he has is his military id. the lady at the water co. said if he were to FAX a copy of his id, then they can do it. i already explained it to her that hes overseas, in the middle of the dessert. how do i go about getting the utilites turned on??

Sorry for all you are going through here. If this is the policy of the ulility company, then unfortunately they have the right to abide by it. I would start by asking to speak with an advocate or customer services liason or representative. If that does not work, the next step would be to contact your state's public utility commission. Also, I would suggest that you and/or your fiance contact the military. Each branch has folks who work with family on such matters, so that would be an excellent place to seek support. Hope everything works out, and also for a safe deployment for your fiance. AJJ
