Confused legal obligations of delivery courier services to customer

hello, the situation is this. I wanted to send some medicine to a sick relative, which she cannot find in her country. So I bought the medicine and was going to send it to her. I contacted a company and they told me that we needed extra documentation etc etc. following this we contacted the second company who told us that it is ok for them and that they can deliver. So we arranged pickup and they started the delivery. We declared everything and that's it. What happened was that as soon as the items arrived to the country, they were held at customs and confiscated because it is illegal to deliver any medicines into Russia. The items cannot be taken back and are going to be destroyed, and these cost lots of money. my questions are:
Was the courier service provider legally obliged to inform us that it is not possible to send any type of medicine into the country?
If yes, can I keep them liable for all damages including to pay back the price of the medicine?
Are they supposed to give you terms and conditions to sign ahead of delivery?
