Default Verbal Agreement (building a fence on my property)

I live in Texas and I am in the process of building a fence on my property. Before starting the fence, the contractor and I ask the next door neighbor if it would be okay to tie into her fence. She verbally told us yes that it would be okay. 1 week later, after my fence is built, she is now saying that she wants my fence off her property. Is a verbal agreement legally binding in this case?
