Award challenging under Arbitration Act 1996 India

We have recived one Arbitrial tribunal award. The case as follows

1) Arbitrator informed both party by letter Dt 22/08/2008 your award is ready pl you pay your fees and collect your award from office of Arbitral tribunal office.

2) By this letter one party pay fess on 30/09/2008 and collect award on 19/11/2008 and other party pay fess on 13/10/2008 and collect on 15/10/2008

3) As per Arbitration act 1996 you can challenge award within 90 days after recipt of award. In this case one party challenging award on 06/02/2009 he is calculating his time period from 19/11/2008 Pl let me know is it in limitation or what?

4) pl let me know as per law which date consider for limitation ? whether award information ready letter i.e 22/08/2008 or actual recipt of award means 19/11/2008 but he has paid all fess on 30/09/2008 but award collect on 19/11/2008. and he is calculating his time period from 19/11/2008 for challenging award is it write or wrong?
