Default surity bonds?

Calif. In 2007 I requested a quote for a surity bond for my contractors License
in the amount of $12,500. What the surity co. did instead they sent a bond to
the C.S.L.B and never billed me for it. In 2008 I pay for 2008 surity bond. In
Sept of 08 I recieve a letter from the Surity Co. stating that they made a mistake and relized they issued me a bond for 2007, and if I dont pay them
$1,350.00 with in 15 days they will cancill my 2008 bond for non payment of
2007. Would this mean they used my 2008 payment for 2007, or that I dont
have a bond for 2007 and only part of 08? The bonding co. is not giving me a
straight answer, just a whole lot of grey?
Any input at this time is greatly appreciated, Thanks
