Default MD Usery laws

I want to loan someone $5000.00
I need to know the MD Usery laws Limit on the amout of interest I am
permitted to charge, without breaking any laws.
I know car dealerships can do 23.99%, and I have even seen some go as high
as 27%.

I am NOT interested in breaking any laws, and do need this information
