Georgia - EPA Region 4.
In the course of my business as a junk man, I have discovered that our scrap metal recyclers circumvent federal law regarding Section 608 of our 1990 Clean Air Act regarding the release of regulated Class I and II ozone depleting compounds {FREON}. Regulations are upon the last link in the recovery chain to demonstrate proof of refrigerant gas recovery for all accepted loads. Law is circumvented by variable signage that states 'No Freon'. This seemingly shifts the obligation of refrigerant recovery onto the scrap metals vendor, who has no obligation under the Act. This assures that refrigerant lines are cut on appliances before receipt, and assures the gasses will be atmospherically vented. Repeated complains filed with the EPA have done no good, nor has letters to politicians. I recover refrigerants at my own expense from end of life appliances. I have tried to develop a business based upon published regulations. I believe that lack of EPA enforcement of is serving to deny my liberty, and my pursuit of happiness. I'm not monitarily wealthy. Your best least expensive approach may be to ask your congressman to have his staff review the violations--and copy your local newspaper on the correspondence.
Or you could have lawyers intervene. Email world law direct on their home page as well. |
