Is playing a game of tennis when the tennis ball is lit on fire via lighter fluid illegal if all preparations are made in case of any possible emergency (like the fireball flying over the fence and landing in a patch of dry grass and possibly creating a small blaze which is easily put out) preparations would include many 5 gallon buckets full of water and a few handy fire extinguishers. In all honesty me and my cohorts are interested in this vamp of the tennis game and just as a small precaution would like to know any and all legality problems that might occur should an enforcer of the law come upon us. I don't think that the idea is illegal nor irresponsible if the stated precautions are done, as mentioned, however this idea makes me think that the thinker is a bit suicidal.

If it's enclosed and appropriate personnel is on hand in case of an emergency, then no. But be aware that whomever is responsible for the stunt is liable for any damages cause to neighboring structures and bodily injury.
