Taking a Childs right to an education away

My grandchild is in the 10th grade. Last year she was kicked out of school the last 10 days of school for having to many biffs. The biffs was non violent and some was because of a teacher not liking her. She was to have home schooling from the school but they denied it. She even had a doctors excuse. She was pregnate/ she started school this year and about a week before her due date she had to leave school because of her doctor thought it would be for the best. The school told her that they couldn't provide her with home schooling until she had her baby. A week passed and she delivered and informed the school. Again with a doctors excuse. This was around Sept 17th and to this date they have not given her help with her education. Kids with the same problem as her has been set up for home schooling and even one of her teachers contacted the school several times to see if they could go to her home and give her schooling and they said no. It is time for her to go back to school, but with her being so far behind now they would just flunk her. Last year they failed her in 2 classes. This girl has never failed a class, she is a honor student. This is just ruining her hole education. I feel we have a case here but not sure what to do.
