Bought Truck from dealer will not send title

I bought a 2001 chevy trk on 8-30-08 from a used car dealer about 100 miles from home .I paid by check and was told as soon as check cleared the bank he would send the title by the end of the next week. Title never came. Then he said he had not recived it from the auction company he got the truck from but should have it in a few days. Then I e-mailed after not reciving title and was told he was out of town but title was at the shop and would send out when he got back. Then with no answers to phone calls or e-mails his father leave a e-mail that his son had been in the hospital a few days but would send it out last Monday. I still have no title , will not answer phone calls or e-mails. So I have a truck that I have had 1 1/2 months that I cant get tags and I am not sure what to do next to get a tile. Please Help
