Red Face DOG LEASH LAW

DEAR SIR:

PLEASE DEFINE THE DOG LEASH LAW IN OHIO. (OUR NEIGHBOR'S DOG IS ON THE LOOSE, AND USING OUR YARD AS A TOILET).
