withholding paycheck

my daughter worked at a service station. she has worked there off and on for several years with no problems until 4 weeks ago. there is never enough money left in the safe to change a $100.00 bill, so all the employees leave change in an envelope beside the register for the next shift to have. normally they will bring it to the attention of the person coming on duty. but 1 morning my daughter was in a hurry and forgot to tell the next employee coming on duty that it was there. later during the shift this person put this money into his pocket. there are cameras in the cashiers area and he is on tape putting this in his pocket. but they still refuse to give my daughter her last check. they keep saying it is under investagation. and will not give us a time frame or return phone calls, what can we do about this?
