Confused Co-buyer's vehicle rights in Virginia

In the state of VA, can a co-buyer of a vehicle who makes all of the payments and physically uses the vehicle, prevent the primary buyer from taking the vehicle out of the co-buyer's posession? The co-buyer is listed on the registration, but I don't know about the title. Any help with this is appreciated. Thanks.

If they are both on title they both have rights tot he vehicle.

And if they cannot agree how to handle it, they can go to court and a judge will rule what to do, and/or force a sale of the vehicle if need be.
