Do I have a case worth anything?

ok here goes........

on October 17,2006 i was shot in the right knee area when police tracked 3 armed bank robbers to my little street in South Philadelphia. i looked out my window and noticed police walking up and down my street, like any normal person i opened the door to see what was going on and saw a boat load of police and police vehicles on both ends of my street. i was on the phone with one of my neighbors who happened to be outside feeding some alley cats. not once did the police say to myself, the neighbor i was on the phone with or any of the others outside or at their doors that they had a police situation or anything to the affect of the severity of the situation knowing as i said before they were looking for 3 armed robbers with a tracking device as well as the make and model of the vehicle they were looking for. as i was in the process of shutting to lock my door the police noticed after passing several times the silver impala they were looking for and the guy sitting in it, as they approached the robber left in the vehicle stood up and shot at the officer closest to him. i remember clearly him standing up with his gun in his hand tilted to the right and shooting, the bullet grassed the officer and hit me in the right knee creating a threw and threw as they called it. in short i guess my question is would i have a case against the police for anything and how long do i have to file if i choose to.......
