Default Fighting A condominium by-law infracton

My aim is to fight a ticket that was issued to me regarding my cat. Recently I recieved a 250$ fine for my cat allegedly being on "common ground" (the parking lot) unleashed and unsupervised. Prior to this event I had an altercation with the condo board president and her husband, convieniently the only two people who claimed they saw my cat. I would like to take this matter to court and am wondering how to proceed.
