Default Making A Deal With Police B4 Arrested

I'm willing to accept responsability and plead guilty right away for some potential charges as long as other potential charges are not laid. Ca I do this and can the police do it as well. In other words I cooperate on 2 cgarges as long as 2 others are not laid ?
Cab the court later on charge me with the offences the police could have but did not ?
