Confused Does this constitute an abandoned vehicle??

My daughter rents a unit in a four-plex and owns two cars; one she drives daily and the other only occasionally. She parks her second car in a non-assigned parking space on the premises. Another tenant in the building complained to the property management company that the car never moves and they felt was abandoned. The property management had the car towed without notification to my daughter by phone, mail, or any other notice. There are only tenants in three of the four units and one of them lodged the complaint; therefore, leaving only two tenants that needed to be notified. My daughter contacted the property management company and they told her that they had left a 48-hour tow notice on the windshield and that was adequate notice, although my daughter walks right past the car everyday and never saw a notice on the windshield. During the time in which the property management said they left a slip on her windshield (early February), we were experiencing an abundance of snow in our area almost daily. The car has current license plates, current insurance, and in no way appears to be a junked vehicle. It was suggested that she take them to small claims court, but I want to make sure to have all the ducks in a row. Are there laws that give property management companies to tow anyone they wish off the property? Are they required to notify the tenants? If a tow notice had been left, is that adequate notice (especially given the weather conditions)?
