Confused HELP

My son works out of town in different states, so he does not live here, but
his address is here, his girlfriend and his 2 kids live with me, she is
recieving welfare(medical and foodstamps). The welfare dept. is saying that
sinse his address is here he is concidered living here, and they want his
income info. as part of this house. He pays support and helps where he can,
I have refused to give this info. as his income does not come to this home.
Now welfare is sending someone to investigate and they want his 2007 tax
returns, do I have a legal leg to stand on by not giving this info?

If he can show where he is living and what days etc, the issue should be resolved,
