Landlord requires a notarized letter of rental payment from the previous landlord

Hello,

I have a question regarding a notarized document. A friend is trying to rent an apartment. This apartment landlord requires a notarized letter of rental payment from the previous landlord. It turns out my friend and his previous landlord was never on good terms, with regards to rent payment. Rather than run the risk of him giving her a bad recommendation, they've asked me to write them a statement on their behalf. They asked me to write a letter stating they've been staying in my residence and paying rent to me.

I would then get the statement notarized, so they can submit it to the new landlord.

Of course I rejected such a notion, but I want to know what risks are involved if I agree to proceed with such an action. I hate to see someone being put out on the street, but at the same time, I don't want to be taken to court for such an issue.
