recently moved, have not sold other house yet. asked for the water to be shut off at the street as the minimum for water & sewer is about $50/mo. were told at that time there would be a $35 reconnect fee. Now the village keeps sending a bill for the minimum every mo. were told we have to pay that even if the service has been disconnected. Is this legal?!

Your could check with your city attorney at the mayor's office and he could give you the local law. It is legel in many jurisdictions--just for the fact that it is there and ready to be used.
