Default Treatment Refused

My husband is a chronic Migraine suffer (after a car accident). He is currently waiting for surgery and during this time he has sever Migraines and goes to the ER. He was told last night by an ER not to come back because is there too much. IS this legal or correct? I am soooo sick of the medical community and the treatment of Migraines. UGHHHH!!!!!
