Doctor afraid of being turned into the medical board

I was wondering if anyone would know who would be defending a doctor that is afraid of being turned into the medical board for unethical and unprofessional behavior. Would he have gone to the board already to have them defend his actions or would that be his medical malpractice insurance? I don't think he would want his malpractice insurance company to know what he did. He was also an arrogant and nasty person. I don't trust him and I know he is trying to keep me from getting treatment from the specialists I need so no one finds out what he did.

Normally his insurance requires that those types of events are reported to the insurer--so they probably do know.
