Overstayed in US - check YES or NO in DS-230 II

Red Face Overstayed in US - check YES or NO in DS-230 II
I am a winner of DV 2013. I entered US with F-1 Visa in 1999 which expired in July 2004. I overstayed and voluntarily departed Sept 2005. Should I check YES or NO for question "h" in the form DS-230 II?

My husband's F-1 Visa expired earlier than mine, that means he overstayed for around 4 years.

During that time, we have two lovely children in US and they are US citizens. Since Sept 2005, we live outside the US.

If I check YES, would I be sentenced with no chance for an interview to explain why we overstayed? If I check NO, am I giving a false information?

Pleas advice.
