Days for Unique Death-Penalty Law Might be Numbered
Later this week, the legislature in North Carolina could approve a major overhaul to the state's Racial Justice Act, a unique law passed in 2009 that allows death-row inmates in the Tarheel State to challenge the terms of their confinements on grounds that race was a "significant factor" during the sentencing process.
