Default Is Puerto Rico a New Haven for Sex Offenders?

According to a recent AP story, the latest haven for convicted sex offenders is not Mexico or Alaska or, for that matter, anywhere else known (fairly or unfairly) as a hotspot for fugitives. No, it's the Caribbean island of Puerto Rico.

According to the recent AP story, restrictions in Puerto Rico are less strict than in many U.S. jurisdictions, and an increasing number of sex offenders are finding it an ideal place to hide.

Federal agents have arrested at least six sex offenders over the last year for failure to register in Puerto Rico and sent them back to the U.S. to face prosecution on other charges, according to Deputy U.S. Marshal Rafael Escobar.
