Despite opposition from the National Rifle Association, there appears to be broad support for a proposed Wisconsin law penalizing gun owners who fail to report a lost or stolen gun. Supporters of the bill call it the next step in cracking down on what are known as "straw gun buys." A straw purchaser is someone who buys a gun for someone who is a felon and then gives or sells it to the felon for use in a crime.
