Confused Disruptive Neighbors

I've lived in the same apartment complex for three years with no problems. Recently new tenants moved upstairs and have started playing stereo & TV loudly from 4am-8am. At first I simply spoke with them and asked if they could keep it down a little, this worked until recently. I've spoken with management & they've spoken with the tenants but this seems to have not worked. Other residents have called the police at least once about the disturbance & they are still noisy. Is there any legal recourse to get these people to quiet down permanently?

Yes, call the police every time they disturb you at those hours. They are probably violating some local ordinance and will be cited for disturbing the peace. After they get a few police calls, go to the police station and ask for copies of the calls to that address for the last 6 months. These are public records and they will give them to you. When you get those, send copies of them to the LL along with a letter stating that these tenant are violating your right to peaceful enjoyment of your premises. Tell the LL you want the matter taken care of once and for all. Send this to the LL by certified mail, return receipt requested, and keep a copy. If it continues after this, let us know and we will tell you what to do from there.
