Question Extra Charges/ Fines

I live in an appartment building at school in Pennsylvania which is off campus but dorm style(shared bathrooms for each floor) and my landlord has continually charged myself and other tenants for random other tenants misconduct. For example, cigarette butts in the hallways, excesively dirty bathrooms, and most recently a note was left by someone vulgarly telling them they weren't going to pay these charges. Can he legally charge me for the things other people do around me that i have no control over? Also can he charge me for any of the previously mentioned things just under suspision or does he have to prove who did what before charging the parties at fault? I feel like he can't just create random reasons to charge me but its not just me its the entire floor paying $5-50 fines every week or so. Considering its about 50 people he charges us $500 collectively because somebody put a cigarette out in the hallway. To me its not right whatsoever but i was wondering from a legal point of view am I being unjustly charged or is he breaking the law or just being unethical or does he have the right to do this? Any advice would be appreciated.

Let me see if I understand this. If someone violates the rules of common areas, then all tenants on that floor/building pay or share a collective fine for the violation. Is that correct? Was this written into your lease when you signed it (and therefore you agreed to these fines)? Is he collecting a nominal amount per tenant/unit (say $5) which would be enough to have the area regularly cleaned by professional cleaners, or is he collecting fines in excess of the costs to repair whatever damages are done?
