Question Security deposit - unauthorized cable installed

In California:
Tenant moved out recently. They installed cable without my permission - simply connected to the cable box outside and ran the wire up to 2nd floor, with cable dangling in front of 1st floor tenant's window. They cut a hole through the outside shingles and inside walls. The hole wasn't sealed. Totally unprofessional installation.
It will cost $200 to have a professional do a proper installation through the basement and up into the 2nd floor through inside walls.

What amount can I deduct from the Security Deposit for this?

Either the cost to repair the damages (remove the cable, repair the hole in the outside wall, and fix and paint the section of drywall inside) OR the amount necessary to correct the installation up to industry standards (running the cable through correctly, holding it to the outside wall with cable clips and ties, sealing the wall by caulking, and installing a cover plate inside to provide an entry point for the cable to prevent further damage). While tenants are entitled to cable and other non-essential utilities, they cannot cause damage to the property in the process. This is why I try to make all of my properties cable ready prior to renting them. Each bedroom and living room has a cable outlet installed in it. This doesn't prevent them from drilling more holes in the walls to move it to a more convenient spot for them. (My places were still starting to look like swiss cheese.) So I put a clause in the agreement that says they will be charged with any damages the cable companies do to the property and that they must have the cable company consult me prior to drilling any holes. No holes since then.
