When I signed the lease with the property manager, if said property manager doesn't have a license is the the lease valid in the state of New Mexico?

Not all states require PM to have licenses. Only a few require that PMs be licensed through a state agency, other states require nothing more than an agreement between the owner and the PM. Check your state laws or call HUD and ask them if the PM has to be licensed.
