I wish to inform you that it is the terms and conditions as stipulated in the lease agreement that will have jurisdiction in this matter. If the lease agreement provides that tenant will be provided with a water heater (hot water) then it is the duty of the landlord to provide the facility.

Commercial leases can range from restaurant to retail shop to storage facility, so all depends upon the type of rental property and the terms of the lease. Much is up for negotiation before the lease is signed as to what the landlord is supplying and what will be the responsibility of the tenant from full service to triple net leases. Ditto for the equipment the landlord will supply and that the tenant will provide from divider walls to flooring to fixtures.

Thank you for taking the time to answer and provide clarification. As I tried to muddle throught the Florida Statutes and web information, this was my assumption.
